Diabetes is associated with a low level of endothelial progenitor cells (EPCs).  Peripheral Vascular Disease (PVD) is a major complication of diabetes. PVD is a disease of the arteries and veins outside the heart and brain. This condition can happen when the arteries supplying blood to the internal organs, arms and legs are partially or completely blocked by atherosclerosis.

The complication for diabetics is that the ensuing decrease in circulation can lead to open sores that do not heal. PVD is associated with even lower levels of EPCs.
